The purpose of these documents is to establish a set of guidelines that operators/organizers of carnivals, fairs, festivals and other types of related events shall follow in order to provide a reasonable level of safety for the public. any proposed alternative measures to the guidelines below shall provide an equal level of safety and shall require prior approval of the fire code official.
